The problem of constructing an elliptic linear congruence given by four crossed lines is solved. An algorithm is proposed for the transition from a congruence given by four skew lines to an identical congruence given by two collinear fields. An example of distinguishing a fourth-order ruled algebraic surface from an elliptic linear congruence is considered.
